An interesting look at how the physical constants can be derived
from a partilce theory of the aether. It is interesting to note
that Paul's model is consistent with an aether described by the
virtual particles of QED. He provides a most convincing
calculation of the value of the electric charge, using only
permeability, permittivity and action circulating around a vortex
ring. His resulatant value for the charge of the electron is
accurate to less than .1%.
